On 3 July 2021, the Inter-American Commission on Human Rights granted precautionary measures in favour of Flor de María Ramírez, a political opponent of the current government of Nicaragua. The Commission explained that, although it had received a response of the state of Nicaragua indicating that Flor de María Ramírez was not in any situation of risk that could endanger her life and personal integrity, the state did not offer further evidence to attest the lack of risks alleged by the petitioner. In this sense, based on the allegations of the petitioner, the Commission concluded that Flor finds herself in a situation of risk, as she is a victim of threats, harassment, detentions and acts of violence by state and parastatal authorities. For that reason, it determined that the state of Nicaragua must: Adopt the necessary measures to protect the rights to life and personal integrity of Flor by ensuring that its agents respect her life and personal integrity in accordance with international human rights law standards; consult and agree upon the measures to be adopted with the beneficiary and her representatives; and report on the actions taken to investigate the alleged events that led to the adoption of this precautionary measure, so as to prevent such events for reoccurring.
