Through a twenty-page report, civil society organizations, the diaspora and other Chadian figures deplore no progress in the political transitional process in Chad and the non-compliance with the resolution of Peace and Security Commission of the United Nations. After 3 months of the establishment of the Military Transitional Council (CMT), the above-mentioned groups accuse the abuses of the junta in power, especially regarding to the non-compliance of the 18 months’ deadline of the transition.

According to the report “The transitional government has not yet specified the format of the inclusive national dialogue. However, the majority of Chadians are unanimous on the fact that this dialogue must take on a sovereign character through the establishment of an independent multi-party commission in charge of its organization”. For them, the military census clearly has the intention to control the security system to strengthen its power. Besides, such organizations also denounce the human rights violations committed by junta such as intimidating human rights defenders by physical abuse during protests. While asking the attention of the Security Council, the group also demand “the establishment of a contact group of Chad's partners and demand that under the aegis of the AU, discussions around the proposed national transitional charter be undertaken rapidly between the military junta and the forces vices of the nation with a view to its adoption as a fundamental law pending a possible revision proposed by the National Inclusive and Sovereign Conference”.
